Ph.D., Pennsylvania, 1986. Public Policy Analysis. Professor Desai's research interests include measurement of performance and evaluation of the provision of public services. In particular, he has worked on methods for measuring effectiveness and efficiency in the public sector and the use of statistical and operations research models for public policy analysis. He teaches courses on quantitative methods, information systems and the logic of inquiry. Professor Desai holds a courtesy appointment in the Management Science Department of the Fisher College of Business and the Environmental Science Graduate Program. He is a Center Scholar at the Center for Health Outcomes, Policy, and Evaluation Studies.
